Abstract

The target audience for this presentation would be those involved with running a regulated MS4 construction site inspection program. However, it will be useful for anyone that might have to develop, review, or administer Stormwater Pollution Prevention Plans. It should be good for new inspection personnel as well as construction site operators.

The presentation will provide a brief review of the Clean Water Act and how the requirements for land disturbance activities and Municipal Separate Storm Sewer System (MS4) Phase II communities developed.

The presenter will go through the requirements for developing SWPPPs and erosion control plans briefly. Then he will spend more time to detail specific items MS4 plan reviewers need to analyze when reviewing these plans as part of their development review process.

The last part of the presentation will take the audience through a construction site inspection example with photos and checklist examples of reviewing required paperwork, walking the site, photographing the site, discussing insufficiencies with the contractor, follow up to see that repairs are made, and documentation of the inspections. Photos will show deficient BMPs, and BMPs in need of repair, as well as examples of good, well built and selected BMPs.
