Abstract
Stormwater utilities are becoming more common across the United States with well over 1,200 now in place. Some have failed to get off the ground. Some have crashed after taking flight. In this talk Andy Reese discusses the ten most common ways stormwater utilities fail to live up to expectations. Along the way he will cover the ins and outs of establishing a stormwater utility, key steps, and important points to remember.
