AMEC Hazard Mitigation & Emergency Management Program

Abstract

Map-Mod, CRS, Levee Certification, Mitigation Plans, CLOMR, CFM, Pre-FIRM, 1316, FMA, EO11988/90, WRDA, NFIRA… The professional floodplain manager needs to have working knowledge of myriad programs, regulations, policies, procedures, and disciplines. But what happens when it actually floods? This workshop will explore roles, responsibilities, and opportunities for the local floodplain manager following damaging flood events. The workshop will follow a compressed, sequential timeline from pre-flood through approximately six months following the event. Topics will include the following:

  • The view from your department
  • The four phases of emergency management
  • Logistics: fitting into the response and recovery framework
  • Overview of NIMS/ICS
  • Community decision making in post-disaster conditions
  • Capturing perishable data
  • Damage assessments and Substantial Damage estimation
  • Enforcement of applicable codes and standards
  • Identifying flood hazard mitigation opportunities
  • Long-term community recovery (ESF-14) and hazard mitigation
  • Addressing Repetitive Losses
  • Addressing levees and mapping
  • Updating your local hazard mitigation plan
  • Your role in a non-flood disaster (fire, tornado, earthquake)
  • Managing funding

The workshop will be very hands-on and require participants to identify priorities both during and after a flood event. The workshop will conclude with preparedness and mitigation activities that the local floodplain manager can take, pre-disaster, to better prepare themselves for a future event. The workshop will be led by Dennis Lawlor, CFM of the AMEC Hazard Mitigation & Emergency Management Program.
