Doug Plasencia Doug is a specialist in floodplain and watershed management. His input on floodplain management policy and science has been requested by the National Academies of Sciences , Congress, and various federal agencies. He is the co-developer of the No Adverse Impact floodplain management strategy as well as was instrumental in integrating multi-objective planning strategies into floodplain management. He is past Chair of the Association of State Floodplain Managers (ASFPM) and served on the FEMA Director’s advisory board from 1994-1996. Currently Doug is a Trustee for the ASFPM Foundation and also serves as a policy liaison on watershed and floodplain management for the Association. Doug is a Vice President with Michael Baker Jr. Inc., where he serves as the Director of Water Resources for the Western United States.
