Abstract
This presentation/discussion will serve to sharpen the focus on the significant benefits both from a fiscal and a human perspective that accrues from the wise and prudent use of Stafford Act, Section 404 Mitigation funds. More precisely, the session will illustrate with facts that perhaps the most successful application of these funds is toward the acquisition of flood prone residential structures. The “buyout” program imitated in Missouri and continues to the present is believed to be the single largest effort of its kind in the nation. Cost avoidance figures comparing the outlays for the 1993 event to other significant flood periods will be presented.
